What is all out war? Does witholding food and medicine from civilians constitute a war crime?

So this shows how much ‘Free speech’  Twitter has.

An all-out war is a military conflict where the sides involved are willing to make any sacrifice to win, including the loss of lives and other resources. This is different from a limited war. 

So according to this there already is all out war between Israel and Lebanon

The BBC does call the conflict in Sudan a war

The fact that Israel is still preventing food trucks and aid entering gaza is surely a war crime if ever there was one.

Intentionally starving civilians by “depriving them of objects indispensable to their survival, including willfully impeding relief supplies” is a war crime, according to the Rome statute of the international criminal court.27 Feb 2024

So why doesn’t the WORLD COMMUNITY – THE UN – do something about Israel’s behaviour?
